In my experience, if change management is ignored by leadership, it can provide a career opportunity to data IC's down the ladder to (try to) implement it and manage up.

That's a really good point. Often it is ignored due to time constraints and too many things to delivery/ do. If an IC puts their hand up, it can be a great opportunity to enact change, and that is where change management/ transformation truly comes from (everybody around the org, not just management)
